Legal Age for Korea
Many countries, states or territories also have “close-in-age” exceptions, commonly known as “Romeo and Juliet” clauses. These laws can eliminate legal liability if all participants in a sexual act are minors (for example, two 16-year-olds). In areas where there are no age-related exceptions, a person who has not yet reached the age of consent may be held liable for sexual activity with another minor. For example, if a country does not have a Romeo and Juliet clause and its age of consent is 16, two 15-year-olds who voluntarily have sex with each other could both be prosecuted for legal rape. Articles 372 and 373 make it illegal to buy or sell minors for the purpose of prostitution. In addition, section 78 of the Children Act 2013 requires any person who has effective responsibility or supervision of a child (redefined by law as a person under the age of 18) to seduce or induce the child into prostitution.  There is no age of consent in Pakistan. All sexual activity in Pakistan is illegal until marriage. The minimum age of marriage is 18 for men and 16 for women. In some cases, women are allowed to marry at the age of 14. Once two people are married, their age is no longer an issue and sex is legal. Consensual same-sex relations are criminalized in Pakistan. The age of consent in Russia is 16.
However, as in many countries, the age of consent in Russia has changed several times. The Criminal Code of the Russian Soviet Federative Socialist Republic (RSFSR) stipulates that consent takes place at the time when “sexual maturity” has been reached. It was set at 16 years in 1996 when the Russian Criminal Code was introduced, lowered to 14 years in 1998 and postponed to 16 years in 2003. In Russia, there is no law on age limits. However, articles 134 and 135 of the Criminal Code, which set out the conditions for legal rape, stipulate that the perpetrator must be at least 18 years of age to be legally responsible, creating roughly the same protection as an age clause. Sex outside marriage is illegal in Iran.  The minimum age of marriage in Iran is 15 for men and 13 for women.   Ways of circumventing these rules include temporary marriages (nikah mut`ah).  With the court`s permission, girls are allowed to marry at a younger age. In 2010, up to 42,000 children aged 10 to 14 were married, and 716 girls under the age of 10 had married. The age of sexual consent is the same as in Jordanian article 306 of the Penal Code. Consensual sex is legal at age 16.  Thirty-one states have set the age of consent at 16, eight at 17, and eleven at 18. Twenty-six states have “Romeo and Juliet” laws, or age limit laws, that legalize sexual activity between underage participants if they are close enough to each other in age. The maximum age differences in these laws vary from state to state.
For example, in Colorado, the age of consent is 17, but people under 15 can consent to a partner under four years older, and those under 15 or 16 can consent to a partner up to 10 years older. By comparison, Arizona law sets the age of consent at 18, allowing teens between the ages of 15 and 17 to consent to sex with partners under 24 months of age. In the Gaza Strip, any sexual activity outside of marriage is illegal.  With the passage of the Violent Crime Act in 2008, the age of consent in Canada was raised from 14 to 16. It was the first time since 1892 that the age had been raised. The law applies to all forms of sexual activity and was developed with the aim of scaring off online predators. The law provides for an exception of proximity of age. As a result, 14- and 15-year-olds can legally consent to someone under five years older than them, and 12- and 13-year-olds can consent to a partner if the partner is less than two years older than them. There must be no relationship of authority, dependency or exploitation of the younger person for consent to be valid.
